Cement shortage may slow roadwork

LIVINGSTON -- A major shortage of cement caused a Louisiana supplier to ration the cement it sells to contractors and concrete companies, a representative of the firm told the Livingston Parish Council's Road Committee on Wednesday.
That could have a significant impact on Livingston Parish's road overlay work, since the contractor now can get only about a third of the amount of cement it had been using through last week, the project manager told the committee.
The cement shortage extends from Florida to California, Ron Knapp, a representative of the cement supplier, said after the meeting.
He said it will affect not only road contractors using soil cement, but other users of Portland cement as well.
Knapp's company, Buzzi Unicem USA, is one of four cement suppliers in the state, he said.
Because Louisiana no longer has any cement producers, Knapp said, his company has been importing cement from as far away as Thailand.
The shortage is being driven to a great degree by rapid development in China. In addition to tying up shipping, China is consuming about 45 percent of the world's supply of cement, Knapp said.
For Barriere Construction, which is handling the parish's extensive road resurfacing project, the cement shortage "came to a head" on Friday, project manager Brian H. Kilgen told the committee.
Though aware of an impending shortage, Barriere Construction was not affected until Friday, when its supply of cement was cut, Kilgen said.
Kilgen said Barriere's soil cement crews will be able to work only two days next week, based on the amount of cement the company will be able to obtain.
Though the roads are being resurfacedwith asphalt, soil cement is used in the road base.
Kilgen said Barriere had expected to finish the parish's road work by November, but the cement shortage could push the project well into next year.
Engineer Alvin Fairburn told the committee it may be faced with having to use a mixture of cement and a suitable kiln slag as a substitute for traditional soil cement applied to road bases.
He said he is waiting to see the results of state testing on the mixture before making such a recommendation.
Councilman A.C. "Buddy" Mincey said he also wants to see how it has worked elsewhere before approving use of the mixture.
