菲律賓貿易工業(yè)部希望解除水泥保護關稅
三年前,菲律賓當地水泥公司受進口價格低廉的影響,財政困難。因此,為保護當地水泥工業(yè)和工人,政府對進口水泥征收了進口保護關稅。自那之后,菲律賓水泥價格上漲到98比索每袋(40公斤),3月份在一些地區(qū)已漲到170比索。他認為當地水泥公司已經具有和外來水泥競爭的勢力。
Roxas是在菲律賓貿易工業(yè)聲明該部門正逐步監(jiān)空水泥價格之后重提該建議的。
貿易工業(yè)部宣布對每袋(40公斤)進口水泥征收20.6比索的保護關稅,為期三年即從(2001年12月10日至2004年12月10日)。由于水泥價格回升,當地的水泥公司已有了一定的利潤空間,2004年2月16日,政府將關稅減少到15.60比索。
菲律賓水泥協會希望保護性關稅能延續(xù)。3月底,關稅部門將水泥協會的要求上報給了貿易秘書長Juan Santos。
貿易工業(yè)部說目前菲律賓各地都密切關注著水泥價格,希望能夠采取一些必要的措施防止水泥價格非正常上漲。
當地的水泥生產商也抱怨,燃料和能源成本的增加使水泥價格上漲。

Solon calls for lifting of duty on cement
Sen. Manuel Roxas II has renewed his call for the Department of Trade and Industry (DTI) to consider the possible removal of the definitive safeguard duty on cement.
“It could be the time has come for the safeguard measure to be eliminated,” Roxas said, chairman of the Senate committee on trade and commerce.
“Three years ago, the local cement industry complained of financial difficulties when retail prices came under intense downward pressure from cheap imports. In response, we ordered a safeguard measure — an additional tariff to protect local cement producers and their workers,” Roxas added.
“Since then, cement prices have steadily increased from a low of P98 per 40-kilogram bag to as high as P170 this month in some areas. Evidently, local cement manufacturers are ready to face reasonable foreign competition,” he said.
The senator's remarks came shortly after the DTI said it has stepped up monitoring of retail sales of cement in view of the sustained upward pressure on prices.
The DTI said cement prices have hit P165 per 40-kilogram bag, or 9.3 percent higher than the 90-day average price.
The DTI, on June 25, 2003, ordered the imposition of a P20.60 per bag safeguard duty on cement for three years, that is, from Dec. 10, 2001 (the date on which the provisional duty first took effect) to Dec. 10, 2004.
Sensing that local cement producers had regained some pricing power and improved margins, the DTI, on Feb. 16, 2004, reduced the safeguard duty to P15.60 per bag on its third year in force.
The Cement Manufacturers' Association of the Philippines (CEMAP) has sought an extension of the safeguard measure.
The Tariff Commission is expected to submit its report on CEMAP's request to Trade Secretary Juan Santos before the end of the month.
The DTI said all its regional and provincial offices are monitoring closely the uptrend in cement prices to be able to take the necessary steps to halt any further unusual increases.
Local cement producers have blamed the surge in cement prices on soaring fuel and energy costs.
